How a member's comment shaped Independence Blue Cross' new brand campaign

The insurer's "Never stop caring" platform grew from a member's survey response and reflects how healthcare companies are responding to changing consumer expectations.

One comment from an Independence Blue Cross member helped shape the company's newest brand platform.

During a member survey, someone described an interaction with IBX that restored their belief in "the simple act of human caring." The comment resonated so deeply with the company's marketing team that it eventually inspired the insurer's new tagline: "Never stop caring."

But for IBX, the slogan wasn't intended to introduce a new philosophy. Instead, it put words to one the organization says has been part of its culture for years. The fact that the tagline itself grew out of a member survey response reinforces the sense that it emerged organically from the company's culture rather than being developed solely as a marketing campaign.

"They said their interaction with Independence and one of our associates made them believe again in the simple act of human caring," said Koleen Cavanaugh, senior vice president of marketing and chief marketing officer at IBX. "And that just really resonated with us and that's how we want every person who interacts with us to feel."

For Cavanaugh, "every person" extends well beyond IBX members. It includes employers, healthcare providers, nonprofit partners, communities throughout southeastern Pennsylvania and the company's own employees.

"It could be small things or big things that really make a difference and make people feel connected, like they're not on their own to deal with life's challenges," she said.

Why now?

According to Cavanaugh, the timing reflects how consumers' expectations of healthcare companies have evolved.

People increasingly expect organizations to understand their individual needs and tailor services accordingly. Companies like Netflix recommend shows based on viewing habits, she noted, and those kinds of individualized experiences have reshaped expectations across nearly every industry.

Those changing expectations now extend to healthcare, where members increasingly expect their health insurer to understand their needs and provide more relevant support.

That shift helped shape both the campaign and the thinking behind it.

Defining "whole-person health"

At the center of the campaign is IBX's commitment to what it calls "whole-person health."

For Cavanaugh, that means looking beyond medical treatment alone. Whole-person health recognizes that a person's health is shaped not only by physical and behavioral health, but also by the life circumstances that influence overall well-being.

"We think, 'Never stop caring,' really demonstrates that," Cavanaugh said. "It shows we want to provide whole support for members with whatever challenges they may have so that they can ultimately live their healthiest and happiest lives."

In practice, Cavanaugh said, that support can take many forms.

It includes health coaches who work with members managing chronic conditions such as diabetes. It also includes partnerships with area health systems designed to improve access to care and address disparities that can affect health outcomes.

Caring beyond healthcare

For Cavanaugh, "Never stop caring" also reflects work IBX has been doing in the community for years.

Through its Blue Crew volunteer program, employees logged more than 7,200 volunteer hours across 188 community service projects with southeastern Pennsylvania nonprofits in 2025.

Through Blue Crew Gives, the company's employee donation-matching program, IBX and its employees contributed nearly $1 million to more than 800 area nonprofits last year.

The insurer also recognizes people making a difference throughout the region through programs such as Celebrate Caring, which honors outstanding nurses, and the IBX Honor Roll with the Phillies, which recognizes exceptional teachers. A new partnership with the Flyers also will recognize volunteers serving local nonprofits.

"We think it's important to recognize those people that are making a difference because highlighting that caring encourages others to do the same," Cavanaugh said.

Living the message internally

The day after launching "Never stop caring," IBX introduced its "Wall of Caring," where employees can recognize examples of caring for members, customers, and the community. Available both in the office and digitally for remote employees, the initiative reinforces the idea that caring begins within the organization.

"The Wall of Caring," Cavanaugh said, demonstrates that "Never stop caring extends not just to our members, but to how we treat each other. I think if we are caring within our own organization, then it bleeds out into every interaction we have."

"We believe that caring is at the heart of our organization," Cavanaugh said. "We really believe that our mission is to improve the health and well-being of the community in the Philadelphia area. It's to never stop caring. We are constantly looking to evolve the products and the services that we provide our members, as well as evolving the work that we do to support the community."
